I’ve always suggested that we should rename half our schools Raffles and the other half Hwa Chong. Name change only, cheap cheap. Everybody happy since you have 50% chance of being posted to Raffles and 50% chance of being posted to Hwa Chong (well… everyone happy except those fanboys and fangirls of ACS, SJI, VS, RV, DHS, CGSS, SCGS etc. Sorry, the world isn’t big enough for so many people).

What if the schools are just part of a cluster to share resources (CCAs, teachers etc) but they do not have to be physically housed under one roof?

Then the independent schools and the autonomous schools will complain why they have to share their resources with the regular government schools.

Please allow me to clarify a few things.


A mega secondary school under 1 roof is not necessary a new giant campus :-
Many schools have started to go upwards , meaning , less space required but you still get the necessary facilities. Eunoia JC is one good example and a few more schools are under construction under this model.
ITE has 3 campuses, serving 27K students, meaning = 9000 students in a year @ 1 site. Then, we also have St Andrew Village as example.

Why is there a need to have so many secondary schools in different locations (really), some in close proximity ?
It is not resource efficient in a way. Also, it is not about recreating a big RI/HCI/ACI/SJI etc. It is to help bring the focus back, education should remain as education and students should be allowed to rediscover the joy of learning and not to be bogged down by exam drills just so they can score better and to try to get into a school of choice. How many students who reach P6 truly enjoy learning today ? Let’s us take a step back and ask
ourselves this question honestly. Continuous learning is the way forward and we need students to really enjoy learning and see the purpose of learning, by equipping them with the necessary resources.

At moment, with too many schools in different locations, resources are spread too thin.
Students may not get a chance to learn what they wish to learn, eg some schools offer robotics,
but it may not be available in the school that a student is posted to under current system.
Some schools do not offer some CCA due to lack of demand or lack of facilities and at times,
students may have to go over another sec schools for those CCA.

With a mega cluster secondary school, the purpose pool resources, to allow students to have a seamless progression near their place of residence. After PSLE, students who preferred a school near home, they can head straight to the nearest cluster secondary school and you know you have a school with good facilities, learning options that you are looking for.

Sounds like there are two main ideas
1. We can merge some schools in close proximity. Well - it’s like the giant companies nowadays. Everyone wants to be a “one stop solution provider” - is it good? I don’t know. Different schools have different specialties and focuses. Is it going to resolve the resource efficiency issue? I don’t think so - you want to participate robotics? Sorry you have to pass an “internal” qualification test because too many applicants. What’s the difference?

2. We should scrap the PSLE and send kids to secondary schools based on home school distance - so that kids can enjoy learning. Maybe that’s true for kids(?) but for parents - siao liao, now everyone must get a house in Bishan, Bukit Timah, Dover, East Coast….

While we are at it, may I propose the names of the schools to be Gryffindor, Hufflepuff, Ravenclaw, and Slytherin.

So then every child go sit on the stool and put on the sorting hat. And whatever the hat deems as your skillset, there you will go.

Instead of having cluster schools by region, what about having a few anchor schools but each school has a “subsidiary or branch” in each region. So for example RI will have schools in afew regions, with shared resources and teaching stds. HCI, which is more SAP, will have branches in some regions, may or may not overlap with RI regions. Abit like how child care works, there are afew anchor operators like MFS, PCF but many branches. The curriculum and resources is managed by the HQ.

But then it may sound like it’s going towards the direction of a private company.

Maybe u can start with speaking to the small handful of cluster superintendents.

Let’s not even talk about CCA and facilities yet.

Start with the sharing of academic resources. At the moment, many students need to travel out of their schools to take (eg) HMT, CLB, MSP/CSP such language lessons. Only the privileged few who managed to be posted to certain independent schools or designated zonal secondary school can attend lessons in-house.

For example. Hwa Chong and Bukit Batok Secondary offer Malay Special Program in-house to their students. NUS High (I believe) offers Japanese and German 3rd language in-house since they get the NUS lecturers to teach there. Are these schools willing to open up their classrooms and share resources with students from nearby secondary schools and/or living nearby? Not at the moment.

Then we'll have Hwa Chong @ Sengkang vs Hwa Chong @ Woodlands. All the schools will be still be ranked.
