This balloting is a waste of manpower resources and cause so much stress to parents.. I really don't mind sponsoring the additional 2 tables and chairs...

it has happened before. Principal has discretion. Only two classes need to have one more child each. -
I fully agree. In fact, all the schools who exceeded by 5 or less should just do away with the balloting and absorb those children in.
