PVs should be kept to a reasonable number. Hopefully, the number of grassroot/religious groups is also controlled but that is not possible.
This year, Phase 1 in some schools have taken up a huge number of vacancies.

RGPS is under Tanjong Pagar Constituency. From my understand during my year (2yrs back) there were zero from grassroot. Reason is they rather go for SCGS (for girls) and ACS (for boys).
