Had anyone heard anything about in future PVs under phase 2B is guarantee a place in order not to let parents disappointed while putting so much effort on their volunteer works and also encourage parent to come forward for volunteer job.

Nope. I doubt that it would happen as this is not the first year (nor the second nor third ....) that some PV failed to get a place in the schools they volunteered in.

The last time when there was a outcry years' back, many schools started to reduce the number of PV they accept.

If that so then i can say is a wise decision! this is something like a reward while you work hard especially to those who put their effort and their precious time and money into it and after all is worth it.

Thing can changed, so i think MOE should think about parents so disappointed while doing so much in volunteering job, although is volunteering by themselves but they deserved to get a place. Imagine what will their children might think if their parents failed to secure a place while putting so much effort to do volunteering job? what kind of concept they will develop later on? this is something MOE need to change.

yes, thing can change and should change for the better.

I just doubt that it will change now as the issue existed for quite some time now, and nothing has changed.
