you dont need to declare ownership of the property and no one asked me wrt ownership of property the 2x i registered my kids (1 being most recent). just make sure you are staying at that address legally...
Personally, I don't think that renting or even the length of tenancy (6 mths, 1 year, 2 years 20 years etc) is the issue. Think about it. Setting out rules for this would seem to cause more problems that it is worth ie. problems for school, MOE, future applicants.
The issue is where you stay. Or at least where you declare that you stay.
Just make sure that when you do declare, make sure it is truthful.

Aiyah, now with more property cooling measures, even harder to buy 2nd property near the school. Guess now no choice but to select a school and move the whole brood over.

The primary school registration is getting parents like myself very stressed up.
Was wondering why if MOE is so concern that students live near the school, why the home-school proximity criteria doesn’t even apply to phase 1 to 2A where their places are guaranteed. Why then is the home-school proximity the paramount criteria for phase 2B and beyond?
Very ironical that a child living beyond 2 km or further get a place in the school under phase 2A and a child living within a km doesn’t under phase 2B/C.
And to add salt to the wound, we parents have to sweat 40hrs to be in phase 2B, or shift nearer to the school to up the chance, while under phase 2A, the parents didn’t even need to do
any voluntary work. Have tried checking with MOE but yet to receive their answer on this . Did any of you ever check with MOE on this? Can share respond from MOE? -

I believe that the criteria applies to all phases except phase 1
It also applies for phase 2A but it only kicks in if there are more applicants that places. This never doesn't happens at phase 2A (but in the future, who knows).

No. Priority is still the same. Less than 1km followed by 1-2km.

currently the balance after phase 2A is equally distributed bet phase 2B and 2C. No limit to the places allocated under phase 2A, so all in phase 2A effectively guaranteed places. And for some popular school, more than 70% of places could already been taken up at phase 2A, leaving limited places for 2B/C. Was thinking if there are also limit to 2A, then those living within 1km under 2B/C will be more guaranteed of places. Currently under the arrangement, P2A is not subjected to home-school proximity as in effect they can fill up to 100%.
