Advice for interfloor leak between units...

I also have a similar issue. HDB officer confirmed that there was dampness in 1 toilet's ceiling but was not sure about the other toilet. Now the other toilet has a small visible waterstain. For HDB, you need to talk to HDB officer. They will mitigate between the neighbour and yourself. Also HDB will arrange and liaise with the contractor to do it and there is a warranty between the HDB and the contractor.
Mine was like that.
I called the HDB officer recently to check on the progress and she remarked that my upstairs neighbours' flooring looked good, and didn't seem willing to resolve the leaking issue, though I told her that the 2nd toilet now has a waterstain. Consequently, she agreed to speak to my neighbours again to see if they could \"touch up\" their floor.
Any advice on the options available to me? What did she mean by \"touch up\" and would it be effective?
The HDB officer also mentioned that the estimated cost on my part for 1 toilet (of the same size) would be $200 to 250, if the neighbours used a HDB contractor. However, I am concerned that my neighbours if they do agree to redo their floor and waterproofing might not use a HDB contractor. If so, would I need to pay 50% of the total repair cost or can I just settle the issue by paying them $250 per toilet?
Any information on this is much appreciated. Thank you in advance! -

In my case which was resolved just before CNY. The HDB officer get the contractor to do the checks. After the checks, they do \"injection\" to the upstair neighbour flooring and then do \"flooding\" to see if we still have the problem. After that came to our house and apply water proofing at the ceiling. In all I did not do any payment at all.I also have a similar issue. Earlier on, the HDB officer did mentioned that if there is cost involved, it will be shared 50/50 between the 2 household. Th contractor is engaged by the HDB officer. We did not need to engage the contractor at all. Coz between the HDB officer and contractor, there were warranty period.
Also this particular HDB officer that assist us was very draggy too. Because we communicate using email and sms, which is good as we can track the status and agreedment. Also kept giving loads of excuses saying that the neighhbour is hard to find and contact. In fact we have to give the HDB officer an utlimatum to resolve this asap by \"requesting do we need to talk to the MP\". Afterwhich, he started to work fast. -

inter-floor leak : culprit is always the floor abovehmsg:
anybody has a good contractor to recommend?
Is ur issue resolved as in who is gonna do it?
I have been a 'culprit' before. the waterpipe embedded in the floor cracked and leaked....i got to do it at my expenses. S$5k, plus painting job to touch up the ceiling of the downstair unit -
Other than the washrooms, I doubt waterproofing is applied elsewhere. That’s the reason why I did not wet-polish my marble when I 1st moved in in case water seepage cause the ceiling fittings of my neighbour to come apart.
Believe that if there’s a seepage in areas which are typically not soaked with water (like the washroom/bathroom), then chances i that there’s burst concealed pipe. If seepage happened during rainy season, then high chance rain has crept thru a crack on the exterior wall and accumulated on the floor/ceiling slab before eventually escaped from your ceiling. If it’s the wall, then it’s MCST’s cost -
I think the kitchen and toilets have to be waterproofed - not just toilet.

Hi KSmom8, maybe you could try to convince your neighbour to use the HDB approved contractor. They are intangible benfits eg. they give a stnadard 1 year warranty, if there is any unsatisfactory work its easier to deal with HDB rather the contractor.
Total costs for the work from HDB would be around $1,200, co-share 50% each between you and your neighbour which is $600 each. As to the $250 that is mentioned by the HDB officer, I believe that you will have to write, meet or email the MP of your constituency for Goodwill Repair Assistance scheme. In which case, HDB will absorb 50% of the $1,200 leaving $600 to be co-share between you and your neighbour.
Should your neighbour decides to try the "injection" method which is provided free, then I think you have to pray hard that leakage will not happen in the future.
I’m currently in this situation and I have insisted my neighbour to hack & re-do the waterproofing as I do not want future occurence. Btw, I need to hack my tiles to identify the leakage as I’ve boxed up my pipings in the toilet. -

all marble floor are wet-polished when first installed
I insist contractor take pictures of water-proofing work to be shown to me as proof of work done -
resale unit so marble was abit dull
...so didn't wanna have enemy even before moving it.
btw, is the kitchen floor waterproof? only remember the usual advice from hdb is not to re-do the toilet flooring or else no more warranty on the waterproofing...and most people retile their kitchen but left the toilet out for this reason. -

thought warranty only for new units? I wasn't aware hdb extend warranty for resale flats (mine was like 20 years when I first moved in. We hacked all the tiles and contractor told me that the kitchen and toilets need be waterproofed - so many years already sure got wear and tear.resale unit so marble was abit dull

I am hoping that the HDB officer will assist to solve the issue and act as mediator, as I think (hmm, hope) that they have the experience to handle these issues. Just don't want neighbourly relations to sour over this.
So far, my conversations with the HDB officer have all been on the phone. I think that I will have to start writing so that there is a record and start \"pushing\" her to get things done.
