Yes u are right. Assuming there are more than 10 applicants staying 1-2km. In this case all staying out of 2km would be out, no chance to ballot at all.just to confirm..if there's balloting at eg Phase2B, will there be segregation between <1KM>2K.

Noticed that in Phase 2C, some of the APP > 100%. but the final results show cut off at a certain dist (eg <1km or 1-2km).
Like to find out at which juncture does the school decide if a ballot will be carried out or that they will decide to just accomodate all applicants in a certain phase.?
I will be registering my gal in 2010 for 2011. However, the only 2 schools within 1km are popular schools. For both schools, some years, it shows balloting within 1km, some years show cut off at 1km.
I understand some parents mentioned to register at last day afternoon. But i guess most parents will also be doing that. So i was wondering if the cutoff / ballot is pre-determined. Then i wont waste my chance.
I hv also tried applying for PV for both schools but both rejected. So my only chance is Ph 2C, within 1km. -

Cut-off only when demand = supply. So, assuming a school has 50 places in Phase 2C. There are 50 applicants within 1 km. In this case, that's a cut-off. If there were 49 applicants staying within 1 km, leaving only 1 place for those in 1-2 km, then, there will be balloting.
Whether the school has a cut-off or requires balloting, decision will only be made after registration closes on the third day, after 4.30 pm. -

Great explanation, qms! I would like to add that for your 2nd scenario, the 49 applicants < 1km will not need to go through balloting. It is all the applicants living outside of 1km that will have to ballot for that final place.Hi Poohbear!

18.What are the guidelines to be used for balloting when the number of applications exceed the number of vacancies from Phase 2A1 to Phase 2C(Supplementary)?
Balloting will be conducted within the school premises and priority will be given in the following order:
a.children living within 1 km of the school of choice.
b.children living between 1 km and 2 km of the school of choice.
c.children living outside 2 km of the school of choice.
If the number of children in category (1) is less than the number of vacancies, all these children should be allocated places without balloting. If after allocation of places to these children and places are still available, priority will be given to those in category (2). If places are still available after category (2) has been considered, children in category (3) will be considered.
If the number of children under the category being considered is more than the vacancies available, balloting will be conducted for them only.

Haha, no... whether u are 1m, 100m, or 500m doesnt make a difference as all would be considered under 1km. MOE not so free eh.. -
To add on to what Tankee said, it doesn’t matter whether you are staying 100m, 200m or 999m from the school. As long as you fall within, say the 1 km category, all applicants are treated equally.

Actually what i meant was, if the school has 50 places, and the no. who applied is 55. if all 55 are within 1km, how/when does the school decide to accept all ( ie cut off at 1km) or decide to ballot<1km> the vacancies? Or is it a situation where u stick to the allocated no. strictly.
This question arose, cos i saw from the balloting history, where APP > 100% but cut off at a certain distance? Is my understanding rite?
