Actually, the schools do make checks (particular when they receive parents complain) but this is not enough to wield out all these people who go all out to break the law in order to get their kids to get into those schools which they perceived as \"good schools\". As far as I know, there are several different scenarios:

      (1) Owner tenanted out their property but yet uses this property address for registration for P1 within 1km or 2km.
      (2) Parents who rent a apartment but not residing in it (usually they just rent small apartments because it is much cheaper and usually in this case they can't move in because the property is too small to accomodate the whole family) and then use this rented apartment's address to register their child for P1 within 1km or 2km.

In both cases above, the parents need to change their NRIC address at the police station. However, the fact that they are not staying in that property which they change their NRIC address to means that they can be charged for giving false information to the police and this is liable to jail penalty cum fine. Many parents didn't even consider that once they are caught and jailed (even for just 1 day (actually the penalty is much more severe than just 1 day jail term)), they will already have criminal record, and they are most likely to be sacked from their job (if they are employed) or few people will want to do business with them (if they are self-employed).

Even in the P1 registration application forms, it is already clearly stated that parents giving false information will be referred to the police. If parents still insist on breaking the law, then other parents knowing such case should just report them to MOE (who will refer to the police) because these parents are blatantly disregarding the law and depriving other kids who genuinely stay within the vicinity of the school from getting into their nearby school. I pity these kids who can't get into their near-by school and have to travel hours on the road everyday to get to the school and back through no fault of theirs (because of these law-disregarding parents).

      MMM:
Actually, my impression is that many ppl are probably doing such things (buy a place within 1km of good school and rent it out). Then they use the address for P1 registration eg. they get a tenant with no kids so not likely to register.

I believe alot of people got away with that too unless there is a whistle blower. Personally, i feel that MOE has not come across hard enough on these people (who deprive other genuine case a chance in the school) so people are not really \"worried' that it will happen to them and would take the risk.

If you move after 2 years, youy would surely need to update the school on address change, right?

I should think so. But guess that would not be affecting your place in school anymore rite? :?

Just curious. Tenancy agreement is usually sign for 2 years. What happens if you shift after 2 years. Then the subsequent tenant also used the same address for registration??? Wonder how they are gg to track.

I don't think the school does the checking or do they? Guess most likely one has to inform either MOE if they notice this. correct me if I am wrong 😛

          well some schools did.

My fren rented a place near the choice school to get her son into the school.. she heard from neighbours that there were investigators coming to check in more than 1 occasion if they do really stay there... thankfully, she was genuinely staying there...

In any case, it is not that easy to rent and change address on NRIC i hear. You need to produce like 3 months of bills addressed to you at that address before the authority make the amendmernts.

            It's just not worth it.

What do you kids tell the teacher when asked what is your address - Lie?

            Just not right...

Not 3 months, just that it must be issued within 3 months.

              Procedure

Documentary evidence showing your new address is required, before your IC can be updated with your new address. This is a security measure to prevent errant IC holders from falsely reporting changes of addresses. For you, the IC holder, this requirement will help to prevent errant IC holders from reporting your residential address as their own.

The list of documents which can be accepted as documentary evidence for reporting a change of address is as follows. The document submitted should be addressed to reflect the full name of the NRIC holder, stating the new address:

1 Telecommunication / Internet bill Within the last 3 months
2 Service and Conservancy bill from town council Within the last 3 months
3 Utilities bill from Singapore Power Within the last 3 months
4 Cable TV bill Within the last 3 months
5 Credit Card / Bank statement Within the last 3 months
6 Insurance bill / statement / letter Within the last 3 months
7 Tenancy agreement for residence Within the last 3 months
8 Bill / statement / letter from HDB Within the last 3 months
9 Bill / statement / letter from IRAS (e.g. Income Tax, Property Tax, etc) Within the last 6 to 12 months
10 Bill / letter from LTA (e.g. Road Tax) Within the last 12 months
11 TV / Radio license bill Within the last 12 months
12 Statement / letter from CPF Within the last 12 months

There’s another moethod that ICA used to verify if the new address is valid. i.e. After informing the intention to change address at a neighborhood police post. You got to wait for a few days for a letter from ICA sent to the new address. If your are there to receive this letter, you can bring the letter to the neighborhood police post to get it change. This is how we changed our address 3 or 4 years back. I don’t know if they still employ this method to verified now.

Frankly, these documents are not difficult to obtain. We change our address last year and all we need is to show latest bill (phone bill or whatever with our name and new address on the bill). The policeman will just do it for us on the spot.

It’s not difficult to change address with credit card company, etc… you just need to inform them.

Looking at the rental type, given it’s usually minimum 1 yr - 2 yrs lease, I think it’s not difficult for people to change their address given that time frame as well.

To put it bluntly, probably MOE should do more public "shaming" inorder to act as a deterrent for ppl who are doing such things.

Yes this method still works. Basically as long as u have the mailbox key, u can change ur address I reckon.

You will be surprised that some parents can teach their kids very well: "If not sure, say "don’t know"". (personal experience of some acquaintence’s kids. They even teach the kids to fight back when bullied).
