First of all, the kid can't take school bus, coz that's the surest way of revealing your true address. Secondly, how long will your kid have to lie for you to keep a place in the school? What a burden for the kid. People do know of cases who lie about their home addresses but it's a question of whether they want to report them or not.

My feeling about this home address thingy is that it’s actually very widely practised.


1) People renting a place (eg. whole unit/ rooms) for 2 years and using that address for P1 registration and they got in.
2) People buying a house within 1km to desired school. In reality they will use the address for P1 registration but rent the house out to someone who is not registering.
3) People who changed their address to relatives/ parents who are staying within 1km to desired school.

I am sure in everyone’s circle of friends, there are bound to be people who do that. It’s scary because it is not uncommon. For the scenario that I listed above, 1 and 2 required financial resources so it might be more restrictive. But I’ve heard scarier things about how people are taught to beat the system…

For the school bus, the parents can give excuse like the child needs to go to caregiver’s house that’s why the address is different. This is not uncommon too. Eg. a child on my kids’ bus actually drop off at his auntie’s place. Nothing wrong with that.

I think i raised this as I am in a dilemma as there are too many whistles to blow. On the other hand, what are the controls the schools/ MOE have in place to prevent this?

till now, i have not met all the mums, dads and kids in pri 1. i dont know how they got into the school or where they stay even for those i know (maybe just the add). we dont ask how we got the kids into the school.

What you mentioned is true....

However, I've asked such questions occasionally. But was just being curious if there are any old schoolmates around. But yes, you won't go to the details of oh.... you joined via 2B or 2C, were u under phase 1????? What is your address? Is that the same address as where you stay??? Did you have to ballot? People don't really bother after they got in. They are usually more concerned with the school results then.

But on the other hand, all parents will assume that their kids' classmates used the right mean to get into school. There is no reason to doubt.

right, there is no reason to doubt and honestly, who in the world would tell anyone or everyone that they got in thru the \"backdoor\" or broke the rules. i would definitely :censored: myself.

even if you know someone bought a place or broke the rules, friends being friends will probably keep quiet.

so far what i have heard is from friends about so and so........no evidence, no witness...... case dismissed.

I think the question is, is it a fair system given that people have openly manupulated it to their advantage???

I just feel that more can be done by MOE and the schools in terms of control to ensure fair play. But of course do they have resources to do that. Maybe an integrated government system is the solution for that.

Also, changing address in NRIC is not that difficult too. Getting those documents required is not difficult. So that is not a huge barrier to overcome.

The system of Phase 2C is everyone needs to ballet within 1km, the chances are equal for everyone so doubt everyone will try this route/method for all the spending alot and yet dun increase your chances significantly for entry into good school..... Most people will try for Phase 2A2, Phase 2B.


Falling back on Phase 2C with the 3 possibilities. There are also rules diallowing renting HDB when you are already HDB owner. Only purely pte property owners, not EC, DBSS, etc owners.. If they rent, they are likely take long term rent for convience of kids. If they change address to relatives, the kids probably stay with relatives for same reasons. Else the kids need after-school care...

You forgot that in the event of balloting, PRs will only get one balloting slip, whereas Singaporeans will get two. Hence, it is not really a case of \"chances are equal for everyone\".

Nevertheless, there are people who still move as close to schools of their choice as possible just so as to get a chance to participate in the balloting.

Logically speaking, what you said is correct. Of course, there are loopholes in the system, and that's why we see people exploiting on these loopholes, and hence the discussion here.

Oops :oops: Forgot abt PRs, though priority more to Singaporeans is correct. All things being equal, PRs probably more disadvantage as PV usually Singaporean and they cant join clan association too if not wrong???


Agree there is possibility of loopholes, though doubt the number of cases great in Phase 2C, and renting or buying within 1 km is rather expensive, singaporean or PR alike....
