I agree with you & the rest, but hear out about why I suggested so. Like housing, hospital beds (which number had remained the same as 10yrs ago), the Govt had terribly screw up in their work. A lack of coordinatation by the various ministries. However, unlike housing your kids can't wait 2 or 3 yrs before they start schooling. You wonder why the popular schools? A great part is a lot of parents had already done their PV and it's not fair they pay the price of the mistake by the Govt & schools. 2) the less popular schools are those built recently and are in areas that will inconvenient parents, especialy those who both parents have to work. I'm not suggesting this to be a long term solution but a transition one. It takes time for the various govt initiative like restricting thenumber of PR to work. And it is not exactly a logistical problem to have 1 more student per class (assuming there are 10 classes). It is impossible for school to be built overnight and teachers be trained in months. This transition will allow MOE and the schools to re-think their strategies, and perhap make changes to the PV, so as noto give false hope to parents.

I stress this is a short term solution, MOE and the various really have to figure out a long term solution. Unlike housing, the Govt can have an immediate solution to a present problem here. Glad to hear your view.

On the part about PV, schools should use the most 3 recent years and do a projection + 5% error, and cap this. For those with clan association, each will have half the quota, so both parties accept only their quota. Some might argue this is difficult to administer, I beg to differ. There are enough bright brains in our civil sector and the right tool (computing power) to figure this out. If they can project GDP growth, they can project this to a 5% error rate.

About the increase in number of intake, my belief is it can be done, and won’t be surprised if it is done in the background. They will not admit their mistake like they never till today admit MBT and his ministry screw up (go read the report by Citibank, the number speaks for itself). Whether it is done openly or secretlt, I don’t care. FYI, i’m not a PV, cos my spouse and my work environment does not allow us to do so, so we are the unlucky few who will have to wait till P2C. Other than the so call popular school which is within 1km fr our house, the rest are >1km, and last I check they have about 10 more seats than the popular one. This is the reason why i pen the post earlier about the increase number of PR had been missed out by our smart govt.

We are not denying the contribution of the PVs. In fact they contributed directly to the school with the hope that their child can go to that school one day. They beat the contribution of those clan members who got in as there were "sleeping" members for more than x no. Of years or those who got letters becoz of connections…


If the school continues to feel that they need to value clans/ religious and they have been consistently in hot demand. Then why have pv??? I recalled asking my pri teacher why the school don’t accept pv. She was like we dont want to disappoint parents as there is always a demand. I believe that is responsible behavior.

I am wondering - can we do away with this PV system? No offence to any parents but it would be fair and square for everyone if all fall under the same category....Well, I know some may beg to differ from my point here but seriously this PV thing is really creating the big hoo-haa - already 2 cases here in JW area [last year West Grove and this year Rulang] :sad:

I suggest the schools seperate PV under distances (Priority given to accept more parents staying within 1km ) The remainings will then to be given for parents staying within 1-2km (depending on individual schools acceptance of how many PV on that year.)Since every year mostly all School PVs is within 1km go for balloting.

At least parents staying within 1km can choose to do PV or go under Phase 2C. This will gives parents within 1km have more chances .
For Singaporean , they thus have total 4 balloting chances whilst those not under Singaporean have total 2 chances .

MY SUGGESTION FAIR ENOUGH? :dancing:

So remove pv, grassroots leaders, religion/clan/church members and priorities only Singaporeans - this will entice everyone.

This cannot satisfy everyone either. In your scenario, everyone will be buying properties near popular schools to ensure they have the most priority. What about those beyond the distance - they will query why should their kids not have any other means (clan, church, alumni, PV) to get into school then? Do we want a case of everyone fighting for properties near school and driving property price up and up?

Depending on which group you falls in, everyone will want the P1 registration policy to change to benefit them. There is no one system that will satisfy everyone. And any change will disappoint some or the other and may have impact to other areas.

The absolute fairest way is to allocate schools according to where you stay, so you don’t get to choose where your child goes, just that you are assured he/she will go into a school no more than 2km from your home.


This will break up all clan/church associations (shouldn’t all schools be secular???), and all those parents wanting to send their children to so called "popular" schools. Or parents from elite schools wanting to send their offspring back to so called elite schools creating this ‘better than thou’ mentality. There will be an even and fairer mix of students from all walks of life and all backgrounds in EVERY school.

Then all primary schools will be equal. Students who excel will then get posted to the better secondary schools etc.

There should also be no affiliation between primary and secondary schools. All students should have level playing field.

JMHO. Think it’s ridiculous children have to go to schools far away just cos it’s one of the ‘top’ or more prestigious schools and so on…
