According to the stats the school provided to my wife yesterday.

Total eligible for P2B: 40 PV, 10 Clan, 10 Grassroots.

So if there are at least 7 among the eligible not registering, then there will not be any balloting.

Just called up the school and was told that there is no balloting for phase 2B. 50 has been registered under this phase.

According to source, the number is actually far greater.. 73 qualified to applied for 2B. Some PV had pulled out, which i will know more later.
