Yes, I agree with jtoh. If someone withdraw just during the phase 2c registration, the vacancy should go to phase 2C, not via waitlist.
If you notice on the statistics for some schools during this registration, some actually registered for phase 1 or 2A1, 2A2, and when someone withdraw, the vacancy goes to phase 2B & 2C (to be divided by 2phases).jtoh:

If all places are already taken up at Phase 2C the school won’t have Phase 2C Supp. So the school will have the discretion to give that one place to whoever they choose on their waitlist.

I just don't understand , how come when those Phase 2B balloting parents lose out was not given the place here first under waitlists? It should not wait till end of Phase 2C, right? Phase 2B should come first under waiting list then. As mostly , they give up seat is after phase 2B.
My friend is an example as one of the parents will be in oversea thus they gave up and my friend was given the place instead. She did not have to wait until Phase 2C, this won't be fair as there's a lot of waiting list under Phase 2B.
Previously , when I went through Phase 2C balloting, I was really worried too if I cannot get in to my first choice of school.The admin staff told me that I can apply under waiting list after Phase 2c if I was balloted out, mostly have to wait for sometimes when other parents drop off mainly go overseas to work. It will then be quiet a few years later or just earlier a few months later(If lucky :rahrah: ) . I don't know how the school arrange who come first under their long waiting lists. I'm curious to know too. :skeptical:

Is your friend a Pv? If a vacancy surface After 2c, it is normally given to Pv. However, if happens during 2c, think it will be given to 2c. -

Not sure about other school, but NCPS will have balloting on 5th Aug for 2C (if any). -

No. Only phrase 3 is first come first serve basis.
