That why we vote the way we vote ....3boys....The problem is with the increasing flood of applicants at Phase 2A (children of alumni). There is a hereditary aristocracy at play, where by dint of some imaginary massive contributions, ALL children of alumni of a particular school get in ahead and are all but guaranteed a place, even if their parents did nothing but shake legs.
Of course, once you challenge this status quo, woe betide you! All the scaremongering about 6-y.o. taking qualifying exams and other red herrings start emerging. Can't even broach the subject without getting a bashing, much too touchy!

Phase 1 for siblings, to reduce logistical load for parents.
Some form of secondary phase, limited by percentage of total enrolment, to no more than 30%, to true 'contributors' of school culture, well-being, including long-standing members of school boards for instance, long standing staff members, strong affiliations via parent organisations e.g. Hokkien association, Methodists and so forth. If those applicants exceed in this phase, then a ballot for those limited places. This should be finessed, just because we don't have the perfect solution right now does not mean it should not be looked at, because the current Phase 2a/2b system is simply perverted and broken.
Then a tertiary phase, open to all comers, that is distance based, but by a larger radius, so that you don't end up with the Bukit Timah, Mt Sophia scenario. I say priority balloting for those within 4-5km (opens up to A LOT of public housing, even for schools in prime areas), should dilute out any of hose ridiculous property price concentrations.
I have nothing to gain or lose by proposing this. My kids are where they are, its a decent school, and if they wish to bring their children in next time, that's fine, and if they don't, that's fine too. But I can't stand the injustice of the present set-up. -

is it true that parents who volunteer in the RC have to work for 2 years before they are placed in 2B category…? or is it 2C?

I suppose it’s the craziness of popular schools taking up a huge bulk of places at P2A that caused you to think that ‘Phase 2A/2B system is
perverted and broken’…no offence but to a certain degree, it’s true.
The present system may not please all. In fact, not every policy made will please everyone. However, the PV thing for the sake of P1 registration should be abolished FIRST. This way, parents won’t have to go crazy checking emails/calling up schools to check for ‘available jobs’ as and when. This form of ‘PV’ also defeats the true meaning of it.
The P1 registration system should be fine-tuned slowly and that’s why we have an Education minister. -
think those trying to enrol must also do their research 1st. Believe there are several Presbyterian churches in SG but not so many Pr schools…so 2B2 (?) will have quite a fight for limited places.
Think around there Bt Timah also quite good…but a bit not so accessible.
