There is such ruling (as highlighted in your quote) a few years ago.. The ruling had since been removed.. If i am not wrong, the applicant's parents must hold the address at least for 2 years before they are qualified to register at the school.. -

I support the idea to remove PV totally. If the school needs volunteers, do ask from parents whose children are already studying in the school. Where \"free labour\" (such as washing of sweet potatoes, sweeping the classrooms, lollipop man etc) is what the school needs, then the school should hire help to do the chore.
It's really ridiculous to have to do all this kind of stuff.
My idea of doing PV is to understand the school culture better. I'm sure MOE has contracts with cleaning companies to clean windows/sweep floors in schools. As for lollipop man, there are security guards who can do a better job.
Are the schools exploiting this weakness in parents? Or have they run out of ideas to provide more meaningful tasks to parents volunteers? In both cases, there is support to scrap the PV system. -

In both cases, there is support to scrap the PV system.[/quote]Yes...as parents, we will do whatever we can in the name of love for our kids...but hey, getting parents to be lollipop man/watering plants/sweeping classrooms etc etc is literally an abuse of parents' time.
Since parents cannot hold 'key roles' in schools, why subject them to do such ridiculous things ? Abolish this whole PV thing then.
BTW, my son still laughs when he recalls me washing sweet potatoes to get him into the school :mad: -

And if it is a transaction, how to control the PV application?
Pple who are rejected by the school for PV would complain… and if it is 1st come 1st serve, you might see parents applying PV after getting their child’s BC… And for those child whose BD is near end of the year, they would make noise. If there is a certain fixed application date, then the queue would be something like the queue for NDP tickets in the past… and pple would make noise again…
It is not much different from "buying" a place, other then the terms are not in monetary values.
PV is not so bad… for it does not guarantee a place… those who were rejected would likely not make too much noise… -

There's a reason why it is \"volunteer\" and not \"a P1 place for your work\".. it is bcoz the places are not guaranteed.. that is a critical point.
