Hi Champ and WCW!

I think following defnition will help you.I copy from http://www.audioenglish.net/dictionary/community_service.htm

• COMMUNITY SERVICE (noun)
The noun COMMUNITY SERVICE has 2 senses:

1. a service that is performed for the benefit of the public or its institutions
2. an unpaid service for the benefit of the public that is performed by lawbreakers as part (or all) of their sentence

Familiarity information: COMMUNITY SERVICE used as a noun is rare.
