it is not uncommon to have pp buying small units and use this address to register and not physically staying there (leaving it empty). but who is to know? most pp doing that wont go round telling others.
people won't mind paying stamp duty, legitimate owner, and who knows, when the timing is right, even pocket a handsome capital gain when sold
and generally, property prices around NYPS has more than doubled on average in the last 10 years -

Need not be rental. Even owned. As long as the family is not staying there and has no intention of staying there, but had just used the address to register, then the child may be transferred to another school nearing to the actual home. -
I came to know that the condo unit I am presently eyeing at, the current owner has successfully used this address to get the child in the school for 2011 P1 registration(within 450m to the school). This owner bought it less than a year ago and has not stay there. Unit completely vacant (for some time) as I view recently. Now heβs going to sell away for a princely profit. Will it be an offence if I buy and use this address to register my child to the same school? In my case, for sure I will be staying there.
We did check with the school already about the case above but school said they have no right to investigate and will not do so. -
absolutely nothing wrong for you to buy, stay and use that unit to register your child.

after you bought the condo unit, you can use the address to register your child for the pri 1 registration.
should the school question the ex-owner about the change of address etc, it has nothing whatsoever to do with you. -
I think it is absolutely nothing wrong with renting a place if you are genuinely staying there at the time of P1 registration. The problem only arise if you are not staying there and the authorities rightly only look at your IC address (which you cannot cheat).
After that, neither the school nor the authorities should waste precious resources tracking the movement of the families because it is pointless. How can you ever forbid people from shifting? There are endless reasons why people may want to move (whether they own the place or not) so it is not possible to say \"you can't move because you rent but if you own the property, you can move.\" Huh??
As long as there is a priority system for distance, you must allow rental address, otherwise there will be a case of discrimination. People who rent (and actually stayed) there should be treated equally with people who own the property. If you want to say those who rent cannot move within x number of years, then this rule must also apply to those who are owners and that's where the problem lies

Is the school you're applying to near your parents' property or your own property? If it's near your parents' property and you intend to use your parents' address, then you should make a statutory declaration. -
