Statutory declarations are for those whose kids are being looked after by their parents who are staying at a different address from them. It's to declare that the parents are the primary caregivers for the kids.jtoh:

Is the school you're applying to near your parents' property or your own property? If it's near your parents' property and you intend to use your parents' address, then you should make a statutory declaration.
I thought you wrote that you are moving away from your parents so how is it that you have the same address? -
Few year later, I want to move out off my parents’ house. Maybe when she is in P4 or P5? During that time, should I make the statutory declaration, if she still continue the same school and the primary caregivers in my parents.

No need. Statutory declarations are just for P1 registration. -
Hi parents! I am like the few of you having questions about home address.
The school we are look at is Tao Nan and CHIJ Katong. We really like these 2 schools and have decided to buy a small 1-2 bed condo as an investment. We think the prices there are still affordable seeing the crazy prices property are going in else where.
My kid will be registering for pri school in 2 yrs time. me and my husband have saw a new condo development that we like pretty much at telok kurau. it is within 1 km to tao nan school and chij katong that we are looking at.
but we are not too sure as the project is only going to TOP in 2015 or so they say http://www.d15seawind.sg , so if we buy a new project, can we use the address to register even if the project has not TOP?
currently we are staying in loyang and we really want to move to somewhere much nearer to town and with better ammenities -

I found the following from MOE website's FAQ for this years' P1 registration page so i cut and paste for your reference. Not sure if there will be any changes in future. You can alternatively contact MOE to find out more:
\"33.I have purchased a yet-to-be completed property and should be moving in after the property is completed. Can I make use of the new home address for the purpose of registration?
Yes. The new home address can be used provided that you are able to produce evidence from the relevant authority that you have committed to the purchase of this property. In the case of private property, you must produce the original copy of the Sales and Purchase Agreement. The date of commitment by the developer in the Temporary Occupation Permit (T.O.P) must not be later than 31 Dec 2013. In the case of HDB flat, the Agreement for Lease is required. Parents must move into the new property within two years of the child’s entry into Primary One otherwise the child will be transferred out of the school.\"

that's the problem, we have sent emails and call up MOE but we just got push around or not answered. according to the website http://www.d15seawind.sg the TOP is 2015 and we have also spoken to the sales rep and they could not confirm the TOP date. but the bad thing is that their project preview is starting really soon like mid of oct..
we do not want to miss the early bird discount. these discounts can go up to 10-15% sometime.. we missed the buy at oasis@elias the other time. at the dev launch, the price was really quite attractive, but when we went back to the showroom few months later, not only were we not able to book the better units, the price have also gone up by quite a bit..
the price didn't really go up actually, it was just that without the discount, it wasn't such a good deal any more.

The information provided by dorisp applies to parents who registered this year. If you are applying in 2013, your property should TOP by Dec 2015, which fits in with this project you are looking at. -
