Also, when a student wants to transfer out and has shown that he is not interested in studying in that school even though he has a DSA offer, most likely the principal will also not keep him lah.

But this is an MOE directive. But as you say everyone wants a top scorer so it's unlikely that the other DSA school which the high scorer was originally posted to will release the student. Unless there happens to be a perfect one for one swap.

RV students can choose to take 3rd lang if they meet the min requirement but they need to go to the 3rd lang centre for lessons. -
