I think there are some larger departmental stores which may have what you want.

The costume rental shops are now near arab street. There’s one at aliwal street with a wide range of costumes, but it is quite pricey, depending on what you want, usually it’s not less than 50 bucks

You will be able to find cowboy hat at the ex-Blanco Court shops along Tan Quee Lan St. Vest....hmm... try to get wifey to sew one?

located at 7 Jalan Lembah Kallang.

This is the biggest costume shop in Singapore.

They are some other small shops in the bugis area.

I rented a pirate suit there for halloween...it costs me $50

when u go there, u will be spoilt for choice.
