Don't feel sad, there is always the hope that they might still call you later and accept you as PV. Btw you are staying <1km to NYPS? if yes, you still have another chance to try at P2C.

Question: when exactly do u need to start doing PV to be eligible for phase 2B? If ds is only 3 yo, is it a good time to start or wait till 5 yo then start?

You are only able to start your PV work 1-2 years before the registration of your child, depending on the school of you interest.
