Called schools and most of them replied that they welcome all regardless of rented or ownership address. In this case, phased systems are meaningless. However, do read page 1 from this topic of the consequences.

not rich ppl lah, just some people who know how to get around the system.
frankly, what are the probability that these people would get caught? do you think the MOE people are so free as to go around catching those renter who rent a house and then planning to move out after getting into the school of choice?

Don't think that they are so hardworking...unless maybe someone 'tip' them off. and even so, I still don't think they will take action.
At least two incidents have been reported in the news where the kids were thrown out of their primary schools when the authorities investigated. One kid was thrown out in May just before the start of SA1s. Imagine the disruption and confusion caused to the poor kid.

I have a question with regards to the distance priority...currently, I'm staying at telok kurau, and will be entitle for within 1km for CHIJ (Katong) ....However, I will be planning to move out in 5 months time to a new place, which is 1.5km away from CHIJ (Katong) ....However, I will not be planning to sell off my current home, and will be renting it out for the next few years before my daughter is going in for primary 1 registration.

Being a kaisu parents, of course I will do anything to make sure my daughter gets into a good school...my plan is to re-use back my old address 6 mths before the enrollment, and after getting into the school for 6 mths, I will switch back to my new home address...Is this acceptable? I know that my intention is to try to use the within 1 km advantage, but still it's my 2nd home...and I have no plan to sell it in
If the above don't work out, then I will have to consider PV option....

Appreciate if anybody can give me advise and please don't condemn me for my intent as every parents will want to give the best for their kids....

what you intend to do is not allowed and if caught, the child may be transferred out to another school nearer to your actual home.

We are to use the address that we are or going to stay in during the time the child is in primary school. Not any of those that we owned but not staying in.

If I am in your shoe, I would stay put in the current house.

Well, my personal point of view is better to get yourself a property which is near the school that you want to enroll kids there, why?
          Advantage;
          1) no worry about being caught as this is your property rather than renting a unit there
          2) no worry for sending and fetching your kids as just only walking distance away only
          3) no worry in future if you want sell your property as the property itself can sell it own due to good school location

            Hi,

I bought a unit in Yishun but i could only move in around Sep 2013 after TOP.

Should I register my eldest daughter using current address this June(for studying P1 in 2012)? then after moving to new address, do the school transfer?
Or I could register using my future address(I definitely need to stay for min 5years as it's a new EC)? If so, what should I do?

            Pls advise. Thank you

You are allowed to use the new address for P1 registration.

              Extracted from MOE's website:

I have purchased a yet-to-be completed property and should be moving in after the property is completed. Can I make use of the new home address for the purpose of registration?

Yes. The new home address can be used provided that you are able to produce evidence from the relevant authority that you have committed to the purchase of this property. In the case of private property, you must produce the original copy of the Sales and Purchase Agreement. The date of commitment by the developer in the Temporary Occupation Permit (T.O.P) must not be later than 31 Dec 2013. In the case of HDB flat, the Agreement for Lease is required. Parents must move into the new property within two years of the child’s entry into Primary One otherwise the child will be transferred out of the school.

The above date was applicable to those who registered last year. Hence, for this year's registration, as long as the new property achieves its TOP by 31 Dec 2014, you are allowed to use the address this year for P1 registration.

Yes. The official TOP date stated in SnP is Apr 2014.
                Here comes the question:
1)Do I need to go police post to update my IC address? I just need to update to MOE?
2)If I'm going to use my Yishun address for P1 registration, there are 3 schools all within 1km:
                a)Northland Primary
                b)North View Primary
                c)Huamin Primary.
I checked & knew that it requires ballot in P2C within 1km.
Should I try to get my luck for ballot? Is the chance of getting very slim? As I was too late to work as PV now(If I knew I can use my new address for P1 registration, I should do it that time, haiz).
3)What kind of arrangement I should made if really get a place?
I mean after school care or school bus?

                TIA.

You just need to bring your Sales & Purchase Agreement when you register for P1.

Of the three schools you mentioned, based on past years' statistics, only Northland required balloting. So, you should be quite safe for the other two schools, assuming the past is a good indicator of the future.

Hmm…I will go and try my luck on Northland, if really can’t get then will go for another two primary schools.
