Actually, for some families, they struggle to make ends meet. So, it's not within their means to own a computer. You shouldn't penalise them by saying that they live in \"Flinstone Era\", imho.

Yes we need to show concern those that do not have computer & internet at home.
Guess the school have arrange some offer discount on computer for family that does not own computer & internet. -

Not sure about this. Haven't heard anything. But the notification mentioned there's something like a fund available for this group of students. Seems like the fund has been in existence for some time, but perhaps we are not aware of its uses?
If you recall, all notifications so far pertaining to E-Learning mentioned availability of computers at so and so location. Nothing was mentioned about arranging with vendors to offer attractive discounts on the purchase of computers, etc. -
