      RC/NC no need any referral but you must live in that constituency. CCC you need referral coz that is somewhat like management level. If you are going the grassroots route, be careful of where you buy your property as Dunearn Road and Farrer Road are boundary roads for 3 GRCs - Moulmein-Kallang, Holland-Bukit Timah and Tanjong Pagar. Make sure you check the property address on the PA website to make sure it’s in the Holland-Bukit Timah GRC, even if it is within 1km of the school.

          Let’s work backwards.


          Registration is July/Aug 2014. By then, you need to have been EM for 1 year.
          So you need to be promoted to EM by June/July 2013. Depends on how active you are, it could take anything from 6 months to a year to get from observer to EM —> need to be observer by May/June 2012.

          From what I’ve read in the forum, you don’t become an observer the next day you submit the application form. They might take months to review the applications. So yes, you still have time BUT you will need to submit your application VERY SOON.

            I will just apply once I move there and see how it goes. If not qualified for phase 2B, it's still ok. I like grassroot works anyway.

              Hi, THC, How to apply to be observer? I submitted my application to RC, attend their orientation, but no one contact me later... didn't attend any meeting.. does that mean i am rejected to be observer?

              if join as observer in end june this yr and be super active n promoted to EM in less than a yr, any chance to qualify for the endorsement letter for next yr registration?

              My experience:
              1. Application To Observer (PA need 2 months to screen)

              2. Observer to EM (at least 5months - Chairman/Advisor took around 2 weeks or so to prepare/sign endorsement letter and PA took around 2 to 3 weeks to issue Letter of Appointment)

              Need to be EM for at least one year prior to registration.
              All in all, at least 2 plus 5 plus 12 = 19months

              Observer to EM is on case by case basis - 5 months to get Letter of Appointment considered fast.

                  It is also depends whether the RC has hit their maximum members which is around 30.

                  It even takes longer as you will be waiting for some existing members to resign or move house.
                  Once you submit the application form and attended the presentation, call the CC ask for the CO in charge of whatever RC your house belong to.
                  Once you have joined the RC as observer and sit in the RC meeting. If the chairman or any members are asking for some GRLs to help in their event, you can raise up your hand. This slowly make your presence known to all members and you will get recommended at faster rate to become a member.

                    Being observer, means u need to attend the meetings to observe.

                    Doesn't mean just apply, attend orientation, and wait for reply.
                    The communication in the organization is kinda lacking, if you choose to wait.
                    Find out where your NC/RC is (alot of people don't know where), and the monthly meeting schedules, and be active.
                    And that's just the beginning of your journey to be EM...
                    If you have a tight dateline for your EM application, then you have to keep asking about the application status...

                        If I live in sengkang west single member constituency ( which broke off from Ang mo kio constituency) , would it be acceptable to apply for school under Ang mo kio constituency ?
