Wilbur wanted to buy an X-box. Wilbur did not have enought money.(but)
Wilbur wanted to buy an X-box but did not have enough money.
or Wilbur did not have enough money but wanted to buy an X-box.
Pls advise which sentence is correct.

The question setter presents the past state of Wilbur wanting to buy an X box.
The word “but” shows there is a contrast in the sentence.
Next as we read on, the question setter explains that Wilbur didn’t have enough money.
Thus, I’d go for
Wilbur wanted to buy an X-box but did not have enough money.

I did some reading from Practical English Usage.
This is my understanding.
In time ------- with enough time to spare: not late
On time ----- punctual
The manager wants the presentation to start exactly on time.
The baby would have been delivered in the taxi if Alice hadn’t rushed to the hospital in time.

Let me give it a try.
Q1 tests students on tense sequence.
The present perfect tense have not had shows a connection between the past and the present.
“Since” signals the starting point of an action or event. It means from a point in the past until now.
For Q2, yet is used as a connector to express contrast.
