              An MOU was signed with a foreign country to improve teaching techniques. Actually, our system is lacking in even the BASICS of effective teaching...

              (1) educational resources (please dun say that Popular has enough resources)
              (2) conscientious marking

              Minister Heng wants Principals to tell parents what they have been doing. We KNOW what schools have been doing (or not) when we receive marked assignments.
