I thought most PR parents' children are Sgp citizens? Anyway, children are allowed to have dual citizenship until age 21/22, at that point they'll have to chose one. However boys still have to do NS as a dual citizen (unless they leave the country at age 11 or 13, I think), while there are really no disadvantages for girls to be dual citizen.
Anyway, this action by MOE is expected, since it is totally in line with govt's move to increase distinction of benefits between citizens/PR (including medical subsidy, school fees, etc) in recent years.

it is a mistaken belief that PRโs kids are citizens. They are NOT if both parents are non-citizens even if they are born in Singapore
children born outside singapore of singapore citizens do not become citizens automatically too. -

some PRs will just quit singapore, it will be singapore's loss in the long term, esp those we need the most, in exchange for some Pri One places for citizens

approval process can be one year or more, depending on individual cases and standing, and assessment of economic contribution
it is not a conversion. no such thing.
it is an application for citizenship
