The father of the child who who used a fake address (rented the address) was jailed (correct me if I am wrong) and named in the papers. -

e.g. of Criteria :
e.g. is the property owned? or rented?
Length of stay? for rented, if < x years, not eligible etc..
If rented, show tenancy agreement that last 6 years at least, for e.g. else, not eligible. (shows their intention clearly)
e.g. of checks :
for suspicious cases, run random checks (e.g. newly bought properties/rentals.. are they staying in it?)
Letterbox/email/hotline for whistle blowers (Best.. lowest costs to implement). -

So having a big deterrant of having your child kicked out of the desired school would make most parents think twice about cheating the system. Fines will hardly make a dent if all they have to do if found out is to write a cheque. So the key to deter would-be abusers is to have the government make spot checks every so often.winchester:

How to have government make regular spot check every now and then ?
deploy what kind of resources to spot check regularly ? -
First and foremost, provide an avenue for whistle blowers to feedback.
Next, the system should highlight suspicious data. Just run a program to scan thru the database now and then. Not need to deploy much manpower. If encountered questionable cases, then alert officers to do a manual checking/verification of data, before deciding whether to deploy an officer to do a house visit/spot check, or just call the fixed line from office to look for the kids and check with telecom on the residential address, to check if they’re really staying at the address given etc… -
Very hard…especially if these are your friends and family…
