it is personal habit

because gov't regulation prohibits smoking in public places, hence he smokes outside the gate

Well, you are right but:

1. those students waiting for parents at the gate will see it. The young minds may think it is ok to smoke since the teacher/school staff is doing it.

2. secondhand smoke effect for those standing too near or when there is wind.

I know you will say this.

So here is a teaching point for the kid : (1) don't smoke like your teacher; (2) teachers are also normal human beings and not everything teachers do are 100% legally and morally right; (3) normal human beings have failure too, big and small; (4) respect the teacher for his position and his authority; and (5) it does not mean a smoking teacher is lousy in teaching
