As an example, yes! I think its churlish, mean spirited, and has hardly solved the problem. Its a bow to public opinion, a vote getter, that's all.
Once our g'ment becomes spineless, we are all done for.

even if the top 10 schools were to move to ulu area like Kranji, Sungei Kadut or Lim Chu Kang... i believe those really rich will still chauffeur their kids there and those stay far can still take schoolbus... the best still based on distance.... -

You choose to go there. Not sure abt Ps but think teachers are not allowed to select schools that they wish to teach in their first posting. So imagine from near city area, can go shopping after class, even those not near city areas, still considered rather accessible to some ulu places just so that pple cannot complain they are not able to get into the school when they live so near to it.
