MOE (http://www.moe.gov.sg/education/admissions/primary-one-registration/phases/) specifically says that Phase 1 and 2 are for citizens and PRs. So your kids will fall into Phase 3.

In that case, got to seriously think which school to register my kid into since most of the schools are into balloting phase once it hit Phase 2C .... -
