I can really recomend Arts Kids Upper Bukit Timah (2 mins once of the PIE), they are an International Pre School specialising in learning through the Arts. Have a look at there website http://www.artskidz.com.sg There are others have a look at http://www.preschoolsinsingapore.com

You can consider MindChamps PreSchool @ Bukit Timah.
Location is at The Grandstand (former Turf City), opening Q1'13.
My son is in MindChamps PreSchool @ Toa Payoh. He will be in K1 next year.

You should check out The Psychologie Playhouse at Upper Bukit Timah Rd. I sent my two kids there for Sparky kids camp and they enjoyed themselves thoroughly! Planning to send them for playdates next year.
