If there are 61 places left, and only 30+ staying within 1 km, all 30+ within 1 km get in without the need to ballot.

From sengkeng I’m going to move to queenstown (very near to the mrt station). By the time I move to queenstown my girl will be pri 2. I hope to get into Fairfiled Methodist but I am not too sure if got the chance… Anyway how should I register her into new school? How is the procedure like? Is there any better school nearby beside queenstown pri?

Perhaps you are a little confused?
Everyone qualifies for phase 2C if you are Singaporean / PR. The distance does not determine which phase you register. The distance comes into play when allocating the place. So you need to look at the specific school to analyse its past balloting history.
