However, there should be only one principle that should be held true consistently i.e \"distance\" upon which the school placement are allocated for, no? Was this not the basis that the school was allocated in the first place? Once move house, transfer to school nearer to home. That's it.
Wait... I can get my kid transferred to HPPS just by moving nearer to the school?!

Meaning 2C gets 50% of the vacancy. (or even higher is better, like 60%).
2A & 2B split the remaining among themselves.. maybe 50~50 or whatever they deemed fit.
Say,
2A - 20%
2B - 20%
2C - 60%
looks fine.
Do not forget that 2A & 2B applicants can have 2 tries.. they can try again at P2C. Hence, it isn't unfair for them to have lesser allocation at the beginning. -
I'm puzzled why the writer suggested the below for the new 1B

The writer is ok with priority given to siblings who studied in the school before but not parents who studied there previously ? :?

not all who qualified for P2A and P2B will have another chance in P2C. For very popular schools, those staying 1-2km might not have a chance to ballot in P2C. -
