    What I hate about the current Singapore

      Yes, but how many of these scholarships are public scholarships and without bond? I know of some private foundation scholarships without bond, but these are private, not gov money.

      If there are, it would be wise for the gov to publicize them because evidently many Singaporeans don't know about them.

      Actually all the local universities offer full scholarships to Singaporeans and PRs only without bond. Just visit any of the uni's website - they are all there. All these are publicly funded by MOE through the universities. They are the equivalent of the ASEAN scholarship (without bond) offered to residents from ASEAN countries.

How long have the 'scholarships without bonds' been on-going for?

                      These scholarships are offered for the purpose of goodwill and exchange.

                        I don't think the number of scholarships given out is insignificant. This is just an example. These scholarships pay fully for tuition fees, student exchange programmes in foreign universities etc.

                        And this is just from 1 university - the new kid on the block. The numbers added together from the other 3 local universities will be significant.
