These are the cases I would consider a waste of time/resources (if not willing to accept the \"less preferred\"); both for the student and the school(s) involved. But I understand why it happens...
Plus, the DSA system allows a student to apply for up to 3 schools. Naturally, people would have at least 1-2 in mind as their preference but they'd apply for the 3rd while they're at it. So, they may end up getting a CO from a school which wasn't necessarily on the top of their list (for whatever reason) which they may end up rejecting. OR, knowing life, may be the only CO they get so they then have to make a decision as to whether or not to pursue that \"less preferred\" school.
Oh, I ramble...
As mentioned, I understand a kid's preference can change, and I guess we allow for that. That being said, if my kid isn't sure he/she would accept the school (assume this is the only one you get), I'll say don't apply. But that's only me and everyone can do as they please (within the defined rules). -
I told my DS, those schools we applied for, are schools you MUST accept shd you get the CO. And no regretting if PSLE results are out and you qualify for the “better” school.

Actually, I think you can turn down the CO and go for the better school if you qualify. Just that you'll piss off the school that gave you the CO

There are parents or child who are willing to travel to get to dsa schools. I stay in one section of the island and my eldest dsa into 3 different Sch at three other extreme regions.
I know of someone who applied to a school far away.. Staying north, school in the east, because they heard it’s a good school, did not consult their kid.. and got a CO for that school. And now unsure of whether to accept or not.. because it’s very far away. 🤦🏻

Which will then potentially deprive another kid that may really want to get to that school. Oh well.. that’s how the system works.
However, I believe that this is how university applications work too so it's not peculiar to the DSA. For example (back in the day), UCAS allowed applications to 8 different universities and offers were given based on preliminary results etc. I don't know what it's like today but I believe that it's similar. (Happy to stand corrected if otherwise.)
In any event, I suspect that the schools know this too. They know that not all students who get COs will take up the offer. In that sense, it doesn't totally deprive others as the schools would likely make an allowance for those COs which aren't utilized (hence the WL system). What I'd be keen to know is whether parents whose children have secured COs into top and highly contested schools like RI, HCI, RGS etc. actually turn down their CO in favour of other less prominent schools?
Anyway, like it or not, this is Asia where Asian parents thrive. -
Parents who apply for nush prob apply to the R or H schools as well and the outstanding ones will get more than one offer. It’s not uncommon to reject either schools for NUSH

may drop CO (HCI),
go over to IB (ACSI) instead,

It is easier to get more than 42 points readily,
than to
get 4As from SG-A-level.
The same,
apply to those who received joint COs
from (RGS / NYGH / MGS).
They can turn down CO ( RGS / NYGH), accept IB CO (MGS) instead.
The ball is thrown into your court now, those who received joint COs from
SG-A-level destination bound IP schools
Vs.
IB schools (ACSI / SJI / MGS).
Starting from Sec 1,
you have 6 long years ahead to run & manovere your runway, to choose from,
compared to O level JAE candidates, who have an extremely short 2 years runway, to move around. -

It all depends, on yourself.
How hungry, or how much
do you really desire your CO ?
If not that keen,
u will tend to give up and end up, rely on your Psle AL score to enter schools.
But if you are very hungry,
then u can't wait to accept the CO.
Who will turn down the CO ?
Those who received more than one CO ?
