Transfer maid placement fee

You’ve alr paid her dues when u first employed her whether thro agency or somebody else.
Hi,
Who pays the placement fee for transfer maids: current employer or new employer? My friend is asking this question because she is terminating her helper's contract. The helper has been with her for almost a year.
When my friend gave her the notice, the helper told my friend that since employer is terminating the contract, therefore employer must pay the placement fee (believe it's one month of the helper's salary).
Helper wants to be transferred and my friend is happy to transfer her. It's just this placement fee (or maybe it's called something else, we don't know!) that we don't know about.
Does anyone know if this is true? And is it a requirement by law?

After one tear of service with you & you’re willing to sign her release papers, the new eyer shld pay her placement fees if yr helper goes thro an agency. Typically, the agency not only charges the new eyer for ‘finding’ yr helper for the new eyer, the helper will be charged a fee by the agency for helping her match a new eyer (maybe that’s the placement fee yr helper is referring to).
The only other possibility if u hv to pay is if I are taking a helper who came thro during covid with quarantine fees. You’ve to share cost for taking over the new helper. If direct engagement where the helper do not go thro any agency, there’s no placement fees to talk about.
