I personally think that your chances is anybody's call. Even if the COP this year is 259, it still depends on the decimal places and some people with the same T-score of 259 are not admitted.
Hard to say if the COP will be higher this year for it has been the same for the past 2 years already.
Better to have a good 2nd choice where you will like to go if unsuccessful for RI. IMHO

No. RI advised people who appeal not to put RI at all.
You appeal separately from S1 posting.

Stated in S1 posting booklet: HCL bonus points can be used if you are within top 30% of cohort (note: 250 and above is about top 10% of cohort). If you are eligible, the perforated letter will indicate your eligibility under the SAP heading.

Blur Dad, does your ds have HCL? HCI will consider 256 + HCL. If the cop same as last yr 257, with HCL it will help. No harm just go fill up a form and try. Since your ds is from GEP, first two year at HCI is free with EESIS.
For qn2, you may just try out if you really want RI and let us know how it goes.

I thought it will cover all 6 years? DS teacher said that even if u repeat, the repeated year will also be granted 2.4k.

I think what Otah mean is that HCI SEc 1 & 2 fees is $200 / mth. That is adequately covered by EESIS. Compared with some other schools that charge higher and you still need to come out with $$ from pocket

EESIS is for 6 years. From Sec 3 onwards, HCI fees is higher than $200, so not \"free\" as you need to foot part of monthly fee.
