I was under the impression that it is usually the Newbie teachers that are 'targets' with regard to the (D) ranking. Hence the disillusionment and the high turnover rate.
Actually I don't understand what is meant by the 1A3 teachers being bo chap and not working hard. Won't these teachers have accumulated enough experience to be able to focus on ensuring that their pupils do well?? They basically have everything under their disposal ie teaching materials etc ...
Anyway, I feel there is a serious flaw in the ranking system and the management sometimes exploit that. Teachers on long MC sometimes get a D, because they have nothing to 'show' in their EPMS that they deserve better :roll:
I was told there is also a process that has to be followed through by the management when they feel that a teacher may be given a D. But it seems that that may not be the case. -

I left in 2010 and never looked back. I saw your very recent post and can't help but contribute to the discussion.
MOE's top management have never been teachers. They live in an ivory tower, absorbing best practices from the corporate world and applying them to education. One might argue that the DGE and the Cluster Sups were once teachers themselves. I agree but their era of education is so different from the current reality that I believe they have lost touch. In fact, I would put an arm and a leg out to say that they have since been moulded into thinking like corporate honchos. If such are the people making the policies and designing the appraisal system, can we expect anything more from them? -

D in EPMS is perform what is expected. So MOE can rightfully gives a 1A3
teacher D ranking if she works normally.

I can tell you this is not true at all (at least what I see in 2 schools I taught).
But our experiences differ then.
I know of 2 Newbie teachers from 2 different schools who were given a D during my time.
I actually do believe that teaching is a calling and you need to have the passion for it, BUT I acknowledge that not all join the teaching profession
due to these reasons.
With regard to these senior teachers, I have seen many who have performed their duties to the best of their abilities precisely because they have the experience and are able to guide the pupils efficaciously. They may have lost their zeal, but they certainly know how to assist their kids to score well. And they are also heavily involved in other committee work.
I am also under the impression that D refers to performance that is under expected and that it is the HOD, P and finally the exec committee (who have to endorse the D) and also the cluster sup, who are the determining
factors in awarding the grade.
I must be really out of touch with the system

All teachers need not be heavily involved in committee. A 1A3 teacher can be in library and green committee (useless comittee) while aspiring 1A3 can be dean Academic excellence and head NCC. -

I was in 3 committees (PIC of Sexuality Education was bad enough - they just had to add 2 more!) and I was dying from the workload!
