If moe didn't make any announcement to changes in rules, situation remain the same. At this point in time, 2a(1) is still safe.
Someone asked whether moe going to apportion half the seats to phase (2b, 2c) ? Senior minister of state replied that moe prefer to focus on helping the schools to improve :-

You can still try your luck in phase 2c balloting, within less than 1 km.

For 2a(2) -
The high risk profile to enter balloting (if it were to occur) will be those staying more than 2 km, from nan Hua.
thus, future potential parents from now on applying for parent volunteer into nan Hua primary -
ESP. Those staying more than 2 km, from nan Hua, need to consider carefully.
At the moment, the pv application form doesn't restrict, by distance. But going forward, not sure.
