Yes it is getting more common now to have 2 VPs. In fact, I heard some schools have 3 VPs.. the additional VP in charge of Admin or something. It goes to show that the load for the school leaders is getting higher. Plus I think it's good coz it means that teachers can look forward to better growth progression in their career.

Is Palm View conducting higher chinese from P1?

like SAP school?

Palm view uses higher chinese textbooks for their p1 students this year (not sure about previous years). Actually, when I compare the higher chinese textbook and normal chinese textbook for p1, there isn't much difference.

Also, p1 children changes their chinese class in Jul based on their sa1 results and teacher's observation, to cater to the different needs of the children (some children are already very proficient in chinese and some barely use chinese at home). But they all will take the same exam paper. So, i think this is not considered as streaming.

I understand from the chinese tcr that P1 & P2 take higher chinese as there are not much difference but when in P3 & P4, they will take normal chinese. P5 onwards there will be higher chinese for those who are eligible.
