Maybe able to make it. It really depends when u can turn from observer to executive member. If u can turn executive in 6-8 mths (which is considered very fast), then yes, can make it. Or else a bit difficult.
Essentially one must serve as an EM for 1 year before u can get phase 2b priority i.e. 1 june 2012 - 30 May 2013.

In our YEC, mostly 20plus year old or even teenage.
And I believe age cap at 35.
Only YEC Chairperson is EM in our CCMC.
Usually, those with no volunteering experience will be asked to join CCmC sub committee first.

No difference, all on par.

Both PV and GRL belong to P2B hence their chances are the same. But if you are GRL, you are entitled to P2B for schools within the GRC so you have more choice of schools. For school PV, the P2B is only for the school you volunteer. In any case, ballot may occur so whether PV or GRL, the home school distance is still important.
