Hi experts
It is stated that parent has to be ACL for at least 2 years to qualify for phase 2B registration. Does anyone know if it is by month or by date? I ask because I will need to register my child in 2024. But now is already end July so if I start now, by day, I may be a few days short of two years. Or if I join now, July 2022, I will be qualified to apply in phase 2B come 2024 July? Assuming all other criteria are met then. Thank you!! -

You need to have two years of continuous and active service before the registration for Phase 2B. You won’t meet the requirements even if you are being fast tracked into the committee.

Hi all
My husband and I owns a property that is currently tenanted. The property is in the same GRC which I plan to volunteer in for P1 registration. My question is: must I be an occupant of the property to start volunteering in the GRC?
I currently reside in another GRC.

Regarding 2 years:
P1 registration typically starts in June so you must be executive member latest by May 2022 if you want to be qualified for phase 2B registration in 2024 for your kid to start P1 in 2025. PA will announce around Apr/ May every year the exact date to be qualified. For examples: you must completed 2 years as at 30-June-2024 or you must be executive member as at 1-June-2022 etc. Give another six months prior as observer. Appeal cases are no-no (I had member missed by just 4 days) as it will open a flood gate. Don't hide but be opened about your intention upfront for phase 2B to chairperson and constituency manager so they are able to calculate, advise and monitor to make sure you make it in time. Nobody will say anything if you serve 2 years well and leave after that. If you slack around, your chairperson can refuse to endorse your eligibility even if you completed two years.
Regarding distance:
You can serve in a RC/NC in Changi and apply to a school in Tuas provided you stay within 2km of the school, based on your NRIC address at time of P1 registration. This comes with ratio-based risks that only 15% of commitee members can be PR/non-residents. So if the committee has 30 members and you are one of the 4 non-residents/PR then if any of remaining 26 members move out or resign during your term without replacement then one or more amongst the 4 of you may get your membership dropped and nothing can help because the system simply does not allow. Resident members who moves out to be closer to school prior to P1 registration becomes non-resident members and be subjected to same. So again, it is better to make known your intention upfront because only chairperson and constituency manager can advice your risks accordingly.

I just want to clarify here that Grassroot leaders who are “associate members” can participate in P2B as well, not just “executive members”

My son was born in 2017 and will register for P1 in June 2023. I am a GRL and residing within 1km to both Pei Chun Public school and Kuo Chuan Presbyterian.
Based on previous year (2021) statistics, during 2B phase, PCPS needs balloting within 1-2km; KCPPS no need ballot.
Under the new system this year (2022) statistics, during 2B phase, PCPS needs balloting within 1km; KCPPS need ballot within 1-2km.
If I apply to PCPS and did not get it during 2B phase, in 2C phase both schools will need to ballot within 1km and the chance of getting is extremely low.
Hence, would like to know what you will do if in my position. Should I apply for PCPS and risk not getting in 2B or choose KCPPS which will sure get during 2B phase.
Also, would like to know if there are anyone can share about the school culture and how the principals are like for both school?

If KCPPS was 1-2 km in 2C, you can at least try PCPS in 2B and then make a decision if unsuccessful. -

Thanks SG_KP1. Yes, I happened to see KCPPS was <1 in 2C when the result first came out. Now I cannot find the data anymore :scratchhead: If anyone can recall? Yes, will be good if it is not oversubscribe in 2C phase for <1km.
