The question is: will it be inconvenient for you to travel to your current RN if you moved in 2024-25?
If no, then I would think it is safer to stay put at the current RN as I don't know if your time of service before 2024 will be recognised by the new RN. Why don't you check with your current leader, and verify with the new RN leader?

Hi, The primary that I will be applying for my kid is in Ang Mo Kio. But the community work that I am currently doing is in a different zone in Ang Mo Kio. The question is: Does the active community leader have to be in the same Ang Mo Kio zone as the primary school?

You will have phase 2B priority over a school based on where you STAY regardless of where you served.

Hi Parents! I’m currently an active GRL in my RC and the school we want to enroll our kids is in another region.
I understand that I can be qualified as 2B for the school where I stay, not where I serve the community.
But may I know how the process work? Once I move, I update my address with police station, and then my address will be updated in PA system and then I will be qualified and get the letter?
My concern is once my address is not in the RC I serve, will it make me disqualified as active GRL? Or will the RC remove me?

I just become observer and attended my first RN meeting on 16Apr. My RN said usually took about at least 3 months to convert to a EM.
I’m preparing for my kid’s primary school registration in 2026 and the registration should be around July 2026.
Understood need at least 2 year service as GRL to qualify for 2B pri sch registration.
May i check if anyone know if the two year service start from observer or EM? Many thanks! -

I think it would start from when you are promoted to an EM.

If two years service start from EM, which mean I might have less than 2 years of service on July 2026.
Assuming even if i successfully convert from observer to EM after 3 months will be around mid July 2024. Then i may only have 23 months of service on July 2026 (pri sch registration). Short of 1 month service

I think you need to check with your RN to confirm. MOE only says \"ACTIVE community leader\" which I assume is an EM. In any case, the 2 years rule is a rule controlled by the GRL and not MOE, so PA should be the ones answering this question.

Hi all, I am looking forward to learn from you the latest rules in qualifying for round 2B registration for my child. The registration year will be in 2027.
Currently I am about to sign-up as a volunteer at the RC at GRC A designated by my current address. 3 yrs Later in Apr '27, we intend to move within 1KM radius of our target school in GRC B. Based on this, I have the following queries.
1) How many years should I serve and in what position (volunteer versus Exec member) in the current RC to be regarded as a Grass root leader?
2) If am part of the EM at my current RC, will I be automatically considered to be a GRL? Or should I be in the EM for a specific amount of time before I am regarded as a GRL?
3) Suppose I manage to become an EM in the current RC (GRC A) hopefully by end of 2026, can I qualify for round 2B as a active community leader in GRC B which I will be moving into in 2027 just by update of my address in the IC and transferring my membership to the new RC? Or are there some other considerations as well?
4) In case of delays in becoming an EM (let us say by Dec 2025, for whatever reasons), will I still be able to transfer my membership to the new RC and be eligible for round 2B as an active community leader? Or is the 2 year requirement as an EM a must have for this privilege?

Based on our exercise last few years back, once you apply to volunteer, you will be contacted by your area PA staff and will be put as observer first. How long the observer period is, is unknown, depends on each zone, area, GRC. You can check with the PA when they contact you. They should be able to roughly tell you the duration. After serving as observer, you then will be appointed as executive member which is also called GRL. There is an effective date of the appointment so do take note of that and calculate your required service period if that will be enough until your child registration. I cannot remember the exact cut of date but its like you need to clock 2 years period by mid of the year you register your child (not the year the child goes p1). Regarding the move of address during the servicing, we didnt experience but from what I understand, the status of EM can be transferred to the new zone given there is available slot in the new estate and you are loved enough by Chairman and PA to help you process it 😅. You may be put as observer (despite you were appointed EM in your old estate before) if the new estate GRL quota is full. Talk to PA/chairman on the process, they should be able to advise. Good luck!
