        hi all,

        Appreciate your advice. For phase 2B, how to register as a RC member ?

        Does it mean that one can only register as a RC member in the same constitutiency that one currently stays in ?

        Also, does being an RC member has a cut-off date ? eg to qualify as PV one has to put in PV hours from 1 July of current year to 30 June of following year.

            I am old student of Mee Toh, will be under phase 2A for daughter's registration in 2009 if i decide to enrol her there. But that's not my first choice of school. Currently staying at Upper Thomson with no school within 2km. If i choose to enter phase 2B under 'grassroot' to other schools within my GRC, what's the chances. Thank you.

                  they accept pr into their committee. but there is a limit to the number of PRs per committee. also, PR cannot hold office bearer positions.

                    Beside RC / NC, there are other committees available in PA and each committee serve different functions in the constituency

                    Citizens' Consultative Committee (CCC) plans and leads grassroots activities at the constituency level and oversees the RC/NC, CSC & CDEC. Community Centre/Club Management Committee (CCMC) maintains and manages the community centre/club and oversees SCEC, WEC, MAEC, IAEC & YEC. The CCC & CCMC can be considered as management team in the constituency and its membership is only through recommendation from advisor or senior constituency manager. Note that chairmen of RC/NC, CSC & CDEC sit in as executive member in CCC while chairmen of SCEC, WEC, MAEC, IAEC & YEC sit in as executive member in CCMC.

                    The other committees are as follows:
                    Senior Citizens' Executive Committee (SCEC) manages and plans activities for the senior citizens in the constituency.
                    Women's Executive Committee (WEC) offers opportunities for women to involve in community service. (Exclusively for woman)
                    Malay Activity Executive Committee helps to promote greater Malay participation in grassroots service. (Exclusively for Malay)

                    All the committees except NC/RC need not to residue in the constituency that they serve. Just visit the community centre and the senior constituency manager will match make you with the suitable committees. You can also request for the particular committees that you want to join.

                    For all committees except YEC, you will be placed in the committee as an observer for a few months so that the committees could assess your attendance in meeting and involvement before the advisor as committee member endorses you. For YEC, election will be held every two years (2009, 2011, 2013 etc) between July and October (depends on the date of the BGM).

                    It is all right that you have hidden agenda of joining grassroots so as to qualify for Phase 2B2. However, please join with the mindset of wanting to serve the community.

                    Through the exposure in executing the projects & activities, you could learn marketing skill (through banner, poster & invitation letter to schools), communication skill (through networking with other PA GROs and seeking corporate endorsement with NEA, NLB, SDS etc) and fund raising skill (through PAYM or CDC). When projects/activities are well received, this will boost your confidence and you will look forward to involve in more projects/activities.

                    Lastly, try to look out for committees which are ‘active’, you can do your research by to this website, http://www.pa.gov.sg/1227085333176.html. No point joining those ‘inactive’ committee, as you will attend ‘close door’ monthly meeting without any contribution to your community.

I think I read abt it somewhere... :?[/quote]As mentioned by girlizz, Permanent Residents can hold office in the Committee except for the positions of Chairman, Secretary and Treasurer. This is because office bearers have the approving authority for the expenditure of the committee and is responsible for issuing cheque from the bank account maintained by the committee. In addition, the number of Permanent Residents in the Committee except YEC shall not exceed 15% of the maximum membership or five whichever is the lower.

                        Please refer to the rule & regulation of each committee in http://www.pa.gov.sg/1153988278940.html for your reference.

                        I think you are refering to MOE's Q & A that only members from RC/NC, CCC, CCMC & CDC are eligible for Phase 2B. Note that CCC, CCMC & CDC (management team) are out of reach for new volunteers unless advisor or Senior Constituency Manager recommends you due to your significant contribution in other committees or organizations.

                        I have asked MOE whether other committees are recognized and MOE has replied that Peoples’ Association decides the application. I cannot provide you with a confirmed answer as I have deleted the letter on Phase 2B which was send by my Senior Constituency Manager.

                        For info, I have volunteered in grassroots for more than four years and is servicing in three committees. I have volunteered as I wanted to contribute to the constituency which I resided in. Anyway, my daughter was born this January.

                        I believe that People Association would recognize all the other committees (CDEC, SCEC, WEC, MAEC, IAEC & YEC) as they are operating at constituency level. However, you can discuss with Senior Constituency Manager on this issue when you visit the community centre.

                        For your info, all the two-year term of all committees will end in this April and the community centre is arranging for the new line up for the new committees. It will be easier for them to introduce a observer at this stage.

                        The YECs will hold their BGM between July to October this year and new member will be elected into the new committees during the BGM.

                        So if you are interested in volunteer in grassroots, just go down to the community centre and talk to the Senior Constituency Manager.
