For which level? Typically, p3 going p4 may have some slots open cos some kids will be leaving for GEP. My son got transferred in p3 going p4 , 2 years ago.

From my personal experience, we only received the phone call for interview, just before Xmas.

There was no balloting, but it was cut off for those staying 1-2km away. So if you are staying <1km, you should be safe.

Thanks for the feedback. Im SC staying 1-2km to Fairfield. Think no chance if see no of vacancy vs applied last year. Less than 1 km is Queenstown primary or New Town primary. Any suggestion?
