Help for little girl with no birth cert - P1 registration

(I tot of posting this in P1 reg, but since I can’t… Chief, pls move this if necessary).
Hi all, I have this little “niece” A, who has become good friends with my daughter. They are about the same age. A is looked after by one of my uncles, who is loosely related to A’s father.
The thing is, A was born illegitimate, and her mother is missing - along with A’s birth cert.
For the record, I have zero interest in the fact that A was born illegitimate. I do not care for this at all, I do not judge people this way, even less an innocent child. All I care is that she seems like a nice girl, and her caretaker (my uncle) is now having problems registering her for P1 because of her circumstances.
Has anyone encountered a situation like this and how does one resolve it? I hear of the shotgun solution of “go talk to the MP” but I’m not convinced this is the only way. Can anyone assist? Thanks in advance! -
Perhaps ICA can help? my understanding is that once the birthcert is lost, you cannot 'regenerate' another one, but you can get a 'birth extract' that functions as a certified true copy.

Her uncle can adopt her and get the lawyers to do legal papers for her BC to be issued again? In the long run, she will need her BC for many matters so I think it is only right to get her BC replaced. just my 2cts worth. And in Singapore, primary education is compulsory right? So she should be admitted to school.

went in to see MOE’s list of required documents…errr, need the identity cards of both parents. In this case, not sure what can be done - probably call up MOE?
Primary school is compulsory, I don’t think they will turn her away in such circumstance, but then, letter from MP won’t hurt.

My heart also goes out to the little girl, she’s like most girls her age, playful and sweet, quite pretty, a little rebellious. I fear that without the right environment and support, and faced with the inevitable ostracization and rude stares she’s going to get in the future in this lousy society, she’s going to change for the worse. I would really hate to see this happen. I don’t know her father, but her caretaker is a nice kind man, with 2 grown kids and also grandfather to one.
Think I’ll ring MOE (does that even help??!?) and ask about this situation as well.
