Yes! Integrity hotline.... Just imagine if you want to whistle blow today, how do you go about doing it???? Whistle blowers probably want to stay anonymous as seeing people get around the system makes them feel uncomfortable but they also do not want to be hated by their friends for telling on them....Maybe MOE could set up a whistle blowing hotline for parents to report the fraudulent use of address for P1 registration purposes. Many companies have adopted this. However whether they have the trained resources to handle the influx of emails/calls and whether they are politically motivated to do this is an entirely different matter. It will be a big thing for sure! But it will make Singaporeans look so stupid though...
And the fine mentioned by MMM could be a good deterrent as well, if the figure is substantial. In the thousands at least!
But again... how to tell genuine from accusations especially if someone is out to sabo a person.
Then again, some of those cheaters don't cover their track as they feel MOE will not be so free to check on them. So I am sure if MOE put their heart to it, they will really have a windfall. Eg. People who used relatives' address and like what the P1 mummy said, it's really not difficult to change address these days. People who rent a property for a few years, never stay in it and stop renting after kids get into the school. Rich ones who invested a property near the school but rent it out and yet use the address for registration. Or address is one place but school bus is sending kids to another and based on record, the house is own by the parents. People changing their address just days before registration. So it's really not difficult to find the evidence.
They probably need to extend the search to existing students as well. Not sure about fine but maybe a jail term make people think twice about doing it. -

ysl76- Sometime miracle can happen. Eg. HPPS has only 12 vacancy left in phase 2B and everyone including those within 1km thinks they have very slim chance to get a vacancy without balloting. However, the result proved otherwise. All within 1km gets in without needed to go through balloting. Hope the same happens to you. I had just gone through the experience so I can understand. wow MMM, jail term! That would stop most potential cheaters dead in their tracks I'm sure!
It is true that most ppl, including myself, would not know how exactly to go about it even if we wanted to make a report. Should u call the school, MOE or the police? What are the chances that your report would be taken seriously? I think most parents would hesitate to report to the school directly if they fear that they would be ostracised by other parents in future.
So a safer way for whistle blowers would be to report to MOE/police. It is more likely that your anonymity will be maintained as compared to reporting to the school directly. This is provided MOE has a robust whistle blowing policy and experienced staff running the dept.
Another way is for MOE to conduct random audits of parents who changed their address in the one year leading up to P1 registration.MMM:

It is good if they have a form indicate the residential they are staying is theirs, relative, parents or renting? If found out that they did not stay in the house and cheat than send them to jail to live.

I doubt the police will do anything about it. Over the weekends, we saw a wristlet that was left behind by someone. We handed over to the police and the police requested for our full details, address, IC, contact, name, etc... So frankly... Sometimes, it's not just parents from the same school but also friends as well. Eg. if you know of friends/ relatives who are openly doing that. Would you risk sending a email to the principal to ask him to check. You will do that unless you \"hate\" that person???? But on the other hand, even if you don't hate the person, knowing that someone is doing that and get away with it just doesn't seem right as well... -
I’m so relieved to hear that at least as far as this forum goes it sounds like people have integrity and are genuinely Living within 1km of the school. That’s great!

yes I don't understand the motivation behind this \"concession\". Why does MOE want to allow for kids not already living at the stated address when P1 starts to use the stated address for registration? Who is to say they will reside there upon TOP? The distance consideration should only apply to kids already staying at the address at the point of registration or at least when P1 starts in January. That is my opinion on this issue. For instance, those registering at NYPS this year would be adversely impacted by the 1700 or so units at D'Leedon. And definitely many new dev along Dunearn/Bt Timah and Balmoral Rd area impacting SCGS registration. Hopefully MOE can look into fine-tuning the rules on distance to school.

HOw about families who are not staying in the area and waiting for TOP of new condos? THere are so many new condos coming up recently..... More potential SCGS applicants too. So how do we determine who has the rightful address? It's in the grey zone, isn't it?
If we talk about unfairness, how about the PV/GRL>1km who will be taking p2b places? THat's 1 place too many to spare!!!!! Granted that they have put in the hrs, but they should also satisfy the criteria of <1km like many of the popular sch too. IT's so unfair to the number of ppl fighting for p2C now. That's unfairness!! -

I think the year 2009, 2010 n 2011, there was no balloting for 2b (2010 for sure none) within 1km. No. Of applicants = no.of vacancies. Just nice.
For 2c, definitely needs balloting within 1 km.
