SPECIFIC RULES AND REGULATIONS FOR RHYTHMIC GYMNASTICS 2020):
Level 2 individual top 3 medal winners of the previous year, must progress to higher level events, while top 3 medal winners in other Developmental and Elite categories may compete in the same level or higher level events, and only not be allowed to regress to lower level events.
Not sure why your pic shows level 3 but basically only the lowest level medalist must progress to the higher level while the rest can compete in the same level or higher. Therefore, not being able to compete in the same level having medaled is only partially correct (and only affects the lowest level). -

The gym coach will usually advise which level to compete based on the girl's ability and the competitiveness of each category. If a gymnast is really good, they will most likely compete in the toughest category in their age group.

If the objective is to win medal, then gymnast can opt to compete in an older or younger age category as there will be less participants. less competition = higher chance of getting a medal. e.g if there are only 3 participants, then surely there will be a medal. -
