Is this your child's/friends' personal experience or hearsay?
Coincidentally my DS was a victorian. Latest update from the horse's mouth is that VJCians are a group of very vibrant & enthusiastic pupils who work and play hard. They have a fair share of 'not so good' teachers but the class will unite and think of something to excel in the topic or subject together.

That's my mother's view! She was a principal of a sec school which took in the less high scorers, and she always told my brother and I how much harder her teachers worked and how much they did for their students compared to ours (we were in more competitive schools). Over the years, we had a good number of so-so and downright bad teachers, and some good ones too, of course. Based on what I heard from my mother, the teachers in schools like hers worked hard to get their students to score C's and B's, while teachers in our schools could cruise and many would still score A's. -

Not only PW, MT teachers also could be a horrigible bunch, never mark a single assignment for one whole year! Who can beat that, esp those from PRC ?!

My DD is from a neighbourhood primary school with a principal who covers his staff's mistakes well. DD's sec sch is one in the 230 COP range. Teachers did give advice but didn't help much. Most students depended on heavy tuitions to excel. DD's JC is one above net 10 pointers. Same story as sec sch. Seriously think the ex edu min HSK does not know the education climate here.
I am also concerned that there is a great disparity in the standards of top tier JCs vs low tier JCs - in terms of school environment, students n resources.
I think that this disparity is worst in JCs compared to Pri n Sec Schools. The famous quote - All Schools are Good - hold some truth in Pri n Mainstream Sec Schools but not at all in JCs. Indeed, parents are good at complaining about Pri Schools n PSLE n they are heard. But what about JCs? Is building more JCs just to justify the demand for more to enter Uni? What about the quality? How many in the low tier JCs do indeed qualify for the better Uni courses, let alone, able to enter at all?
It will be my DS turn to select JC next year n I can only pray n hope that he does well in his O levels so that he can have a wider n better choice of JCs to make his selection.

I find that by JC, the teachers would rather focus their limited PTM time with parents of students who are flagged as underperforming. If your child is doing well or above average, the teachers will ask why you're at PTM.
To a certain extend this can be quite true. Some of the teachers may not give my child a PTM session, but I will stay around to observe whether the teacher has free slot for a quick chat. Other than academic performance, I am also concern about my child social life in school. If the teacher have no concern on academic, I will chat about how my child interact with fellow students. -
