I would say move. A has to see what are her plans for the next 5 years (sounds cliche but true) , Staying back in the current role is a comfort zone but looks like it is uncertain after 2 years. Newer role, has higher expectations but better prospects hence does she want to climb further or stay in her comfort zone?
In this case, transition better future career path..
The boss felt that the current positon has no future prospect. On top, the land lease might expire in 2 years which might not be renewed. So, Boss felt if A is to transfer there.. might be better.
Yes, as A knows that this Section Head's expection of his subordinate is pretty high..
I would say expectations of the staff would be the key for every leader. On a positive note, motivating and driving herself would reap rewards for her as if there is a chance she wants to change company, A could already be accustomed to such expectations.
On a different note, if A has personal life issues then she might want to stay put as moving back might complicate her personal life and shift into stress if she can't cope. -

Ultimately, A has to weigh her options and decide on the better of 2 \"evils\". Shifting sounds good but without personal support, she is might incur poor performance since it is understood that his reporting has a certain standard of expectation from her.
Hm.. A is accustomed to such expectations.. but ya.. personal life might be a hinder for her to move on..
If the move appeals to her, she would have to think of how to sort her personal life coz regardless that would be the key affecting factor even if she changes job.
Easier said than done but make changes to her personal life and shift to new role.

Another consideration is she is been in this job thou not the same Company for almost 18years..

Now.. to move to a totally new scope of work.. sounds really challenging ..

18 years in the same line can really hinder to shift to something new. I don't know what the new role is hence can't comment much whether it is something she can take a leap of faith, learn the ropes and do well.

If the thought of going for something new is daunting, she can stay put and actively look for another job which offers a much better position/$ and leverage on her 18 years of experience. -
